Inspiron 3647, can it use multiple sound cards?

Possibly, but two active sound-cards in a system is pretty non-standard (unless one is USB, like ... built-into a USB-Headset for example).

Do you mind if I ask what are you trying to accomplish?

I am uploading to a server (internet radio) but need to edit music without it going out on the air.

Oh, ok.

Well, to answer your question, yes it should work. Especially since the included one is on the motherboard. And as I posted before, there are also USB-based sound-cards.
