Inspiron 3650, Radeon HD 5450, no BIOS access
I have an Dell Inspirion 3650 which I am running successfully with a Radeon HD 5450 graphics card.
The computer boots and runs Windows 10 ok, but I have an issue in that I can't see or access the BIOS with the external graphics card fitted. During the initial boot there is nothing on the screen until Windows has loaded and then I get the login window. No Dell logo, nothing before.
The only way to access the BIOS is to remove the graphics card, and connect to the onboard VGA adapter.
With the Graphics card fitted, there appears to be no way to access the BIOS. The onboard VGA is disabled with the graphics card fitted.

When the video card is installed, reboot and IMMEDIATELY press F2 to open BIOS setup. Don't wait until you see anything on the screen.

For non dell cards SECURE BOOT MUST BE OFF and LEGACY ON.
