Inspiron 3670, GPU upgrade not working

Hello,
I have an Inspiron 3670. Recently I've bought a GTX1050ti non-dell (ph-gtx1050ti-4g) which does work with the PSU (doesn't require additional pins) and it fits perfectly inside. I've turned off secured boot and turned the PC on. It recognized and I was able to normally install it. During the weekend, I decided to format the PC due to some other issues. After formatting it (through dell's application), I left it doing all windows updates and drivers (without the GPU plugged on).
I restarted the PC a few times and turn it off to install the GPU. After installing it, I turned the computer on and it doesn't recognize the GPU. I checked BIOs and secure boot is off.
Oddly enough, the fan on the GPU starts to run normally but when I plug the HDMI cable it keeps saying no signal received. I have two monitors, one plugged on the GPU and one on the onboard, I know some people say you need two monitors with some motherboards but I already have two plugged... I have searched everywhere and I can't seem to find a solution to this issue.

Try plugging the monitor into the new GPU first. Then, with this monitor powered on, boot the PC before monitor goes into "no signal" status.

Sure you're plugging the monitor into the GPU (area 3) and not into the onboard Intel Graphics port (area 1) which is inactive when a video card is installed?
Are you sure the PSU is big enough? NVidia recommends a 300W PSU for the GTX 1050Ti. The Inspiron 3670 came with either a 290W or 365W PSU. The 290W PSU might be pushing the limits on the low side.

Is it possible the NVidia GPU died? Maybe you can test it in a different PC...?
