As this is apparently a new system, you need to call Dell Support. Only Support can get it corrected under warranty.

I purchased a new Dell 3670 Nov 30, 2018 (base machine on sale, i3 proc, $438 delivered) . Added an M.2 SSD, deleted a bunch of the bloatware, and I have to say I truly love this new machine and Windows 10 Home. Boots up in like 20 seconds with the SSD. The Dell BIOS splash screen takes longer than Win 10 to fully boot after PW entry.
Spotify is a favorite, free music to my desktop. Cortana search tool is very helpful/easy too. Coming from 3 prior machines running Win7 Pro.
