Inspiron 3671 with i3-9100 Processor Upgrade
I have an Inspiron 3671 with i3-9100 intel CPU.
I want to upgrade the processor.
Must I stick with a 65w processor (i7-9700 Coffee Lake 3.0GHz) or if does MB/PSU support a 95w processor (i9-9900K Coffee Lake 3.6GHz).

Which PSU do you have, 290 W or 365 W?
Dell has tested this system with these CPUs, so a Core i7-9700 might be a reasonable choice. An i9-9900K CPU will probably require a much bigger heat sink and better cooling.
The other question is how much RAM do you have now? Increasing RAM might also improve performance...

3671 MB (which has only one 4 pin cpu connector) and all stock psu support 95W cpu. the small difference in cpu TDP does not require a higher power cpu.
In some other Dell models the MB has two 4 pin cpu sockets. you connect power to only one of the two with lower power psu (that has only one 4 pin connector), and connect power to both with higher power psu (that provides two 4 pin connectors).

On top of the socket type (LGA 1151) and the chipset version (300), you should also consider the MB Chipset model.
The 3671 has a B365 Chipset and it does not support Overclocking so a CPU with a K at the end (if it works in this MB) will not give you an edge over the less expensive same CPU without a K. Example: a Core i9-9900 rated at 65W would be better then the i9-9900K that is rated at 95W because you will not benefit from the overclocking of the i9-9900K
