Inspiron 5680 GPU and CPU compatibility?
I'm planning on upgrading my 5680 with some new parts, however, I'm not sure if the GTX 1660 Super I ordered is compatible. As for the CPU I've already been told the 10th Gen I5 - 10400 I ordered is not, if true, what CPU of similar speed/price is compatible?

The specs say:
8th Generation Intel Core i5/i5k
8th Generation Intel Core i7/i7k
You may be able to use a 9th Gen i5 or i7. Dell's BIOS v2.0.7 (and later) add support for 9th Gen Coffee Lake S (CFL-S) Refresh processors. So it depends on which CFL-S processors Dell added to BIOS. Search these forums to see what CPU upgrades have been done in this PC model.
This PC model has a stock 460 W PSU. So you need to know the minimum recommended PSU size for that card, and you need to know if the stock PSU has an 8-pin PCI-e power connector cable that this card needs. Also keep in mind the max size GPU that fits in this PC is 10.5 inches. So do some searching on these forum for GPU upgrades too.
And you will have to disable Secure Boot in BIOS to use any "retail" video card in this PC...

How do I get to BIOS, from there, how do I turn off Secure Boot, and what is Secure Boot?

To open BIOS setup, reboot and immediately start tapping F2. When BIOS setup opens, use Arrow keys, Tab and Enter to navigate because a mouse typically doesn't work in BIOS setup. If BIOS setup doesn't open and you see the Windows logo screen, it means you waited too long to press F2 and missed the chance. So just reboot and try again.
If there's a "Security" tab in BIOS setup, the Secure Boot option is probably on that tab. Otherwise, just navigate around until you find it. Don't change anything else in BIOS setup, aside from disabling Secure Boot if you plan to install a "retail" video card. But be sure to save the change to Secure Boot when you exit BIOS setup

I have a Dell Inspiron 5680 with a GTX 1060 3GB & i5-8400. Would I be able to upgrade to a 1660ti and possibly a i7-9700k? If I cant upgrade to a 9700k, what other cpu would be good to upgrade to?

@Djor1 - If you could upgrade to an i7-9700K, you going to need much better cooling than the stock heat sink and fans.
So the questions are what Gen Coffee Lake S (CFL-S) Refresh CPUs are supported by BIOS, starting with v2.0.7, and what upgraded mods (heat sink and fans) would be compatible with the Inspiron 5680 case?
Note: I'm only speculating a 9th Gen Coffee Lake S (CFL-S) Refresh CPU might work with this motherboard. Officially Dell only lists 8th Gen CPUs. And Intel lists 9th Gen i7-9700E CPUs as part of the Refresh. It's up to you to decide what to do. To play it totally safe, your best bet will probably be an 8th Gen i7-8700 CPU.
As for the 1660ti GPU, re-read what I told @K_fresh about GPUs in this thread...
