Inspiron 7790 AIO, does not boot up?

I've tried hard reset and have tried staring from USB with windows 10 and also recovery OS downloaded for my service tag. it passes all hardware tests and when it starts with dell logo it just freezes and I am unable to get to repair/recover/reinstall. its out of warranty. what else can I try to get windows back? followed all articles about resets including bios. Thank you!
