Inspiron One 2330, POST issue

I have a Dell Inspiron 2330 All in One Desktop

I upgraded the BIOS from version A13 to A16 to resolve the issue with the Intel vulnerability. Link to Dell Support and Drivers

The computer originally had Windows 10 Home Build 1809.

I decided to go ahead and upgrade the HDD to an SSD (Samsung EVO 860) and install Build 1903.

Clean Install went successful. Installed Windows 10 Build 1903. Installed all my necessary Third Party Programs, did several Restarts. All the Drivers were automatically detected by Microsoft or Intel Driver and Support Assistant. No Updates appear to be available in the Dell Support Assist Application. At the end of the night I left the computer running while MS Office 365 was installing. I came in the next morning and noticed the computer had gone to sleep. I pressed the power button and I could hear the fans spin up, then there was a click and the machine powered off. Then five seconds later the fans spun up again and then another click. This went on for 15 minutes with no change. OK go figure the Power Supply went out. I ordered a new one. Well the PSU arrived today and I switched it out. The new PSU did not come with the PSU Test Board but interestingly enough the PSU Test Board when the button is pressed allows the fans to spin up and remain spinning. The indicator light remains green and solid. With the new PSU the symptoms are the same. I began doing other troubleshooting steps. Disconnected all the peripherals to point that the only thing present was the System Board, RAM, CPU, Power Supply, CPU Fan, PSU Fan, Speakers, Ribbon Cable to the Power Switch and the Power Switch. No change still powers on and off with the fan spin and clicks. So I removed the RAM. Computer powers on and I get two beeps, pause, two beeps, pause. No RAM detected OK. Removed power cord, installed the RAM back (have also tried new RAM) and the computer powers up. No issues! I used the computer throughout the day no issues. Turned the computer off and came back an hour later to turn it back on. System does the same thing, power on, click, power off, repeat. Removing the RAM as mentioned before and reinstalled allows the machine to come back up. Does not matter if two 4 GB Sticks are installed or one 4 GB stick is in Slot A or Slot B. The computer also has the same symptoms when put to sleep as when it is shut down. 

I've removed the CMOS Battery to clear CMOS. BIOS Settings are set to default. I've also changed Secure Boot from On to Off, Turned of S3 and S5 Sleep State, changed Windows Power Settings to High Performance, disabled Hibernation Mode in Windows 10 Build 1903 with no changes. 

I took another SSD and installed Windows 10 Build 1809, same symptoms. 

What other things can I try?

When was last time you replaced the motherboard battery, not just removed/reinstalled the same old one?

I checked the voltage reads on the CMOS Battery and they were good. I put a new CMOS Battery in yesterday with no change in symptoms.
