Limited access to the BIOS functions
I have a desktop Inspiron that I am rebuilding. It was made in 2013 and runs win8. The problem I am having is limited access to the BIOS functions, specifically on the main page. The processor cache levels look too small but I cannot access them to increase the cache space. It runs fast until win8 boots up. How do I access the blackened functions in the picture so I can increase the cache size? Otherwise win8 on this thing runs slower than win95 (that’s not an exaggeration) Thanks.

Always include exact PC model in your posts...
You can't change a lot of things in Dell BIOS.
What CPU is in this PC, how much RAM and is there an add-in video card with its own video RAM or not? Those may be limiting your speed more than the CPU's cache size.
Why don't you install Win 10 instead of Win 8? The Windows 8 Product Key is embedded on the motherboard so it should work for Win 10.
EDIT: And the image you posted is blocked. It will have to be approved by a moderator before the rest of us can see it, assuming it's "acceptable".

Cache is physically inside the processor so no you cannot change this EVER.
Nothing whatsoever to do with bios. failing hard drive, malware, etc could be an issue. However given the age of the system I say the hard drive is physically bad and soon to die.
Reinstall clean windows 10 on Brand new hard drive will likely resolve many issues.

How long have you been a BOT phishing for information? There are ZERO intel processors with multiple cores that have 22mb cache.

I answered all of your questions.
There is a reason why hard drives have 30 day to 3 year warranty.
They die. Its not a matter of IF its a matter of when.
Your drive is 7 years old and your warranty ended in 2015.

That being the case, why is this desktop running this slow. If it wasn’t for the fact that it would be a twenty minute video showing how long it takes to boot up the PC and then the long response time when clicking on the wireless network icon, I would make that video to prove the point that something is not right.
If the cache cannot be changed, is 3MB cache size acceptable? I’ve found in the owners manual for the motherboard it should be up around 22MB.

But is the 3MB cache acceptable? Also, if I format the hard drive and reinstall the windows OS will it solve the problem? Additionally, why bring up the age of the PC in question? What difference does it make to you if I want to salvage an old PC? I find it challenging. You seem to want to give up.

@jonh74 Your image isn't visible so we don't know the answers to my questions:
Have you rebooted and starting tapping F12 to open that menu? Select the option to run the diagnostics on the F12 menu and run all of them, including RAM and drive tests. You need to rule out the hardware first. Don't just assume the hardware is ok. It may or not be...
Even if the hardware passes all the diagnostics, is it adequate for the task? You need at least 4 GB RAM for Win 8/10, but that will be pretty slow; 8 - 16 GB RAM would be better.
An i3 CPU is very slow too. So a combination of low RAM and an i3 will be really slow. And if the PC is using onboard video, rather than an add-in GPU, that ties up both CPU time and system RAM, which will slow things down even more.
EDIT: And if the CPU has a 3MB cache, Intel thought it was "acceptable" at the time that CPU was designed for whatever version of Windows was available back then.

The photo showing the error code doesn’t load. I ran the F12 diagnostics function as you recommended. I receiver an error code, 2000-0142 Hard Drive short self test unsuccessful. Is this an issue that can be corrected by formatting the hard drive and reinstalling a windows OS, or does it mean the hard drive is completely ruined? Thanks so much for the help you are giving, it’s been the best.
