Problems downloading the Recovery and Restore app

Hi

I am trying to create a Recovery and Restore USB drive for my new Inspiron 3670.   I found the following page on Dell Support and have tried to download the tool.

I have entered my service tag and been provided with a link to download the file however the file name is keyincloud.txt and the downloaded file is around half the expected 585.68 MB.  I have followed the page's advice to change the file type from text to zip but windows can't find anything in the zip.

What am I doing wrong?
