Will my PC tell me what to specifics of my RAM are? Inspiron 3650
Is there a way to determine what exact RAM (manufacturer/model, etc.) is in my machine without opening it up?

The installed memory is Dell OEM memory. It can be from various vendors but is the type specified in the Dell spec's for this model. If adding memory, it should only be done in pairs from the same vendor, not mixed as in the majority of cases it may not work or work properly. For example if you have 4GB of Dell installed memory and you added another 4GB of Corsair branded memory it may not even boot. If you wanted 8GB of RAM it would be best to install two 4GB modules from one brand.
Dell spec's for the 3650:
2 UDIMM memory slots
Dual Channel DDR3L
1600 MHz
Support for 2 to 16GB

You can use the free CPU-Z app to check all that info.
You don't have to install new RAM that's exactly the same as what you have, eg it can be from a different manufacturer, as long as it's compatible with this PCs requirements.
Keep in mind that all RAM will run at the speed of the slowest. So if you add new, faster RAM, it will slow down to match the speed of old, slower RAM
