Automatic repair tool not working/opening

Question

I turned on my Dell 3543 laptop and when it got after the windows start screen it showed an error screen "your device needs to restart,we will restart for you the error close was bad system config info "it went In a loop,so I tried to open automatic repair tool bye turning off the computer as the windows logo and the dots appeared I shut it down with the button up to like 5 times but nothing happened I tried and tried but nothing happened so any help??

That's not the problem it's that the winter is not showing up when on and off the lap bc i need to fix the blue screen with stop code bad system config info
