CPU running slower than it's base clock speed when on battery

I just opened Task Manager and in the performance section, I noticed that my CPU is running slower than it's advertised base clock speed (when running on battery). Is this normal or some sort of a problem?

If I use when charging then CPU mostly runs at 3.38 GHz!
