Can BIOS settings be edited without booting into it, but from within Windows?

I recently made a change in the BIOS (switched off Legacy ROM, so it's only UEFI boot now), and the previous functionality I had of pressing Fn+F1 to force the display to switch to the external monitor is gone, and my LCD display is busted so I can't see anything on it. Removing the CMOS battery hasn't worked either.

I've come across something called CCTK (Dell Client Configuration Toolkit), which, from what I understood, allows the BIOS to be edited from within Windows, but either it is not meant for editing the BIOS or maybe I didn't use it properly, but I couldn't make any changes to the BIOS using it.

So is there any method by which we can change the settings in the BIOS from within Windows? Or if CCTK can do this, can anyone guide me on how to use it? My current BIOS version is A12 which I updated to using the file "Inspiron_5537_A12.exe" from the Dell support page.

It is system dependent -- business systems (Latitude, etc.) do support this; consumer-grade systems (Inspirons) generally do not.
