Can't boot from external hard drive

I am trying to upgrade my HDD to a Crucial SSD of the same size. I tried to clone the HDD to the SSD (operating system also) through Acronis but it never worked no matter what I tried. I then tried swapping the disks physically and putting my HDD in the external enclosure, but I would get stuck in a boot loop in UEFI mode and Legacy mode will just say that the boot device has failed. I don't know what else to try, this method works on all other laptops i have seen on the internet. I even tried scanning my hardware but everything seems healthy, and swapping my HDD back into the system will boot as normal. Thanks in advance for the help!

I would try using the free version of Macrium reflect and follow this excellent guide.

Close all the running application and pause windows updates and Start Cloning again.

Once done do not remove Hard drive or SSD

Reboot to F12 and see if the Cloned SSD is visible under UEFI boot. If yes try selecting and booting from it.
