DELL 15 5567 RESTARTS AUTOMATICALLY 10 SECONDS AFTER SHUTDOWN
I'm thinking that this is a BIOS ISSUE but could not currently downgrade, due to bios not supported whenever I try downgrading to bios ver. 1.2.10 or below. I installed the latest 1.5.0 bios to the laptop thinking that it would fix all this issues, but it started this booting up automatically after 10 seconds of shutting down. Another observation is whenever I plug the wifi card and plug in the laptop battery or AC ADAPTER. The laptop boots up automatically without pressing the power on button.
Things I have done:
1. (UEFI) Installed latest version of Windows 10 OS 21H2 - issue still there
2. Turned off Fast boot on power management options - issues still persists
3. SFC Scan - still having issues
4. Replaced CMOS Battery with a brand new one.
5. Changed to Legacy Boot and installed Windows 10 OS 21H2.
6. Changed brand new wifi card. - issue still there.
7. Disabled allow wake timers.
8. Disabled Network Card from power saving
9. Disabled automatic restart incase of system crash.
10. Removed Intel Management Engine Interface.
11. Run Diagnostics Test on BIOS - Everything Passed
12. BIOS RESET TO DEFAULT
13. BIOS RESET TO FACTORY SETTINGS.
I'm open to any suggestions and would be glad to reflect which one worked.

FIXED BY INSTALLING THE LATEST DELL UPDATE APPLICATION 24 AUG 2022 VERSION. IT UPDATED THE LAPTOP'S INTEL I/O DRIVER. AND IT FIXED MY AUTO RESTART ISSUE.

Check if the computer restarts in safe mode. Restart the computer and tap F8 on Dell logo and select safe mode.
If the issue persists, boot the computer into BIOS (restart the computer and tap F2 on Dell logo) and check if the computer restarts in BIOS.
Also, run diagnostics on the computer (restart the computer by holding FN and Power button simultaneously) let the diagnostics complete.
Let me know the status.

Hello @AdrianG001 ,
I ran the diagnostics and everything seemed Passed on the Tests, also tried booting on safe mode and tried shutting it down and it did not restart, can you pinpoint what's causing my issue?

Done checking with DELL, and my item is out of warranty so you sent a private message saying "Thank you for the information. Our records indicate that the system warranty has expired.
