Dell G3 15 3590 cannot connect USB device using WD-19TBS

I have a Dell G3 15 3590 laptop, and the USB devices that I connect to WD-19TBS (via USB type C) are not available. Everything else, e.g. Ethernet cable and display are working just fine. I tried it with another laptop, and it can see the USB devices. If I run the Dell Dock Firmware, it shows an error that the docking station is not connected.

What am I doing wrong?
