Dell Inspiron 13 7368 stuck boot loop
My laptop has this problem where when I turn it on, the fans runs on high speed and the backlit keyboard turns on but then turns off. It then turns back on again and loops this process. Sometimes, the loop ends and the laptop boots up, and a prompt saying BIOS time has not been set. During the few times it turned on again, I have run diagnostics multiple times which does not yield any errors. I tried have exchanging the RAM slots. I tried running on AC power. Neither which does anything. When the laptop does work, lifting the laptop by the area near the power button turns off the laptop, sometimes only putting it to sleep if done quickly or totally shut down if done too long, in which case it returns to the boot loop problem.

I have the same problem, I tried the solution recommended by Robert but it's not a Windows problem, it's the laptop, does anyone have another solution? Thank you.

It could be an issue with the computer hardware such as hard drive ( or solid state drive) that causing boot loop. A corrupt windows could cause the boot loop as well. You ran diagnostic to check the hardware on system? If no, follow the steps below:
1. Power off the system.
2. Power on system, quickly start tapping the F12 key continuously until you see Preparing One Time Boot Menu in top right corner of screen. In Dell Preboot menu, select Diagnostic. After quick tests, select Hard drive and then click Thorough Test Mode. Report back any error code.
Note: Please don't wait until you see the boot loop to start tapping, soon as you power on system, quickly start tapping F12 key

I have the exact same problem with my 7368. Ran the diagnostics. No error code.
Solid state drive has recently been replaced by Dell. This problem happened a couple of times before the SSD was replaced and now once after the replacement.
Please help.

I have this issue and have had it for some time. Dell refuses to acknowledge that there is an issue and has pretty much insisted it's a Windows problem. I don't think so because when I finally can get it running it works ok for at least a couple of weeks.
I ran diagnostics after I finally got out of the cycle and it stated that there were 2 or more issues. Ran it two more times and they both came up clean with no issues. When tech support ran it there were no issues. Asked about the log and they brought up history and there was no log of me ever running diagnostic which I did 3 times with 2 other people watching.,
They just don't want to do anything because it will most likely cause them to spend time and money to get it working. I think it has something to do with either the mother board or display. Coincidently when I have it connected to a monitor it will start to blank on and then back on and sometimes before sometimes before blanking out it will shift the screen from left to right. I know the monitor is good because it works with my Asus and HP laptops.
