Dell Inspiron 15-3567 battery not recognized Error code 0131

I have Dell lapton . Model  Inspiron 15-3567 which is having difficulty on battery not charging. It is always stuck at 0% even though I am plugged in continuously. I tried all options, even updating my BIOS but with no luck. 

I then run the diagnostics and I got the following error message ( no battery found) error code 0131; validation code: 71316 . Not sure how to fix it

I don't use this laptop very often. I got this laptop about 2 years back and the battery cannot be dead so soon. 

Can someone suggest what may be the issue.
