Dell Inspiron OS Recovery Tool Error

I am currently trying to reinstall Windows 10 on my laptop after getting stuck in a boot loop.  I have downloaded the Dell OS Recovery Tool on a different computer to download the image to a USB, but I keep getting the error "We are currently unable to connect to the backend, please check your internet connection and try again."

The internet connection is working fine, but the error keeps popping up even after restarting the Recovery Tool a few times.

It seems like this has come up before, but I've yet to see a solution elsewhere.

The recovery tool works only as long as the system is under warranty -- if the warranty has ended, you will see this error.
