The WD19's with 180 watt adapters have 13 watt power delivery.

@Rabkel99 The WD19TBS only comes with a 180W power adapter and therefore provides up to 130W to Dell systems, and up to 90W for non-Dell systems.

I called Dell twice and got conflicting stories on that one.
I am leaning to purchase this one.
I found this one on Amazon with 210.

The warranty customer service seems sketchy. No support. Anyways I believe I will purchase that one. Thank you for all the info. I learned quite a bit.

@Rabkel99 Dell does make a dock that provides up to 210W of power, but it's called the WD19DCS. The "DC" stands for "dual connector". But it's designed solely for the Precision 7000 Series systems. If you use it with other systems that don't specifically have firmware support for that dual connector dock, the dock will operate in single connector mode. And in that case, since it's a "dual USB-C" dock rather than a Thunderbolt dock, the WD19DCS will work like the regular and much less expensive WD19S, not even a WD19TBS. So unless you're planning to use a Precision 7000 Series system, that dock will do nothing but waste your money.
As for the Amazon page, either the model is wrong or the 210W PD spec is wrong. There is no WD19TBS that supports 210W PD.
