Hardware scan complete no issues, but windows not able auto recover

Please someone help? Inspiron 15 5000

Hardware scan complete no issues, but windows not able auto recover. Keep on restarting and scanning hardware, but no issues.

Tried with new Memory, new hard drive, but no luck.
