Help! My laptop is broken! Cannot use task bar and stuffs

Dear Dev, 

my laptop is inspiron 5767 

today it has some kind of broke down, auto restarted. When l login again, a whole new window display without any format (no personalize paper wall stuffs). Luckily, all my personal files are still there.

the main problem is the communicate with taskbar and display setting. It don’t allow me to do that. I used the system repair, but it didn’t work as well.

when I used the Chrome for suffering help, I signed in my google account, the laptop auto create a new shortcut with my google account image. 

I’m so desperate, please, someone help me.
