Help with an Inspiron N4020

So my parents found an old laptop in their attic and asked me to get it working. The Laptop is password protected and they can't remember it so I was just going to reset the whole thing to factory settings and reinstall Windows but I can't get it to do that. I have a USB with Windows installed but when I enter the Boot menu and tell it to load from the USB it just loads Windows and asks for the password. Any advice would be appreciated.

With the bootable flash drive connected, press F12 at powerup up and select it as the boot device.  If iti doesn't boot, how was the flash drive prepared, and what OS is on it?

So I tried to select it as the boot device. When I select the USB, I get the message "isolinux.bin missing or corrupt" and it starts normally. The Laptop seems to be running Windows 7 and the USB has Windows 10 on it. I tried the USB on another laptop to see if it works and that one installed fine. Is it because WIndows 7 is on the laptop? Can I factory reset the laptop?
