Hid compliant keyboard causing uncontrollable scrolling in dell 5379

My down arrown button is not working if I try to uninstall hid compliant keyboard driver it is automatically installing it after the reboot that too 3 times. Because of this there is frequent issue with uncontrollable scrolling. Actually the down is working. I don't understand if the driver has corrupted its events
