Inspiron 14-3467 Charging Bug?

So in the past I made a thread about my laptop not charging which then I got a battery replacement and it works fine now. Though just this day the battery stopped charging at 45% I just slept for a moment and got my laptop to go up to 0% then charged it up and I noticed its at 45 for a while now. Though for some reason if I restart the laptop and open windows the battery will charge for a bit then it stopped at 46% Is this some kind of bug because I just installed the QuickSet for my Inspiron 14 3467 to get the Power Manager Lite and it says my battery's health is excellent.
