Inspiron 3541 Mouse Triggered Lag
Ever since I upgraded my laptop from Windows 8 to 10 I have been plagued by a really dumb lag that triggers whenever the mouse is engaged. Strangely enough, it does not always occur. When I am watching a video and the mouse is "not being used", there is no lag, and in games that are first person and the mouse is being used to look around this lag does not occur either. The lag only happens in games when the mouse icon actually appears on the screen and is moved around, such as when in an in-game menu. Even weirder, in a select few games, the mouse icon's appearance does not trigger a lag at all. Annoyingly, in pretty much every program in existence on my PC will still have this lag problem.

Adding to my annoyance, I actually fixed this problem by finding the right graphics driver, (after some research I found out it was a driver problem), but that driver was deleted after a windows update.
Keep in mind that the lag is not related to what mouse is used, as using either the touch pad or a normal wired mouse will still trigger the lag.
I would appreciate any help you guys can give me.

I have the same issue. I first got it maybe a year or so ago after a Microsoft update. I played around with it a bit, updating drivers, trying different mouse settings, etc. The final thing which worked was to set it to allow mouse pointer trails. I don't know why, but it stopped the lag. I set the trail length as low as possible and everything was good.
Fast forward to a few weeks ago when another Microsoft update caused the issue to reappear. This time the mouse trail trick does not work. Now, video lags as well. Maybe every 3 seconds the mouse freezes and the video sticks for about a second - extremely annoying! Audio keeps playing and is not affected. I can get the problem to stop by reverting back to an old video driver (2006 vintage) BUT that causes lots of other problems, particularly playing games. It seems to me to be a video driver issue, not a mouse issue.
I hoped a recent update by AMD to their driver and software would help but no luck. If anyone knows anything which can help I would appreciate their input. I am so frustrated now I am looking at potential ways to change out the video "card". Perhaps buying a whole new system...

Pretty sure my problem is a video driver issue. Using the pre-boot diagnostics the mouse has no problems whatsoever. Booting back into win10 is when the problem appears.

Same problem here. The issue resolves when I disable one of the two graphic cards (try either). But then I have issues with adjusting screen brightness.
