Inspiron G3 15 3590 HDD problem

Hey guys, 

Sorry for posting it here, but I couldn't find the G-series community. So I purchased the above-mentioned notebook with the 256GB SSD and 1TB HDD. The operating system is on the SSD which works flawlessly. However, the hard drive after going to sleep and spinning up again causes the sound and video to stutter. Sometimes even the system stops responding for a few seconds. I know it's not the best hard drive on the market, it's a 5400 rpm Toshiba. Tech guys from the shop said that's normal and there's nothing they can do. I started to read the forums: I uninstalled Dell Support Assist; tried the Intel Optane Technology. I also tried to adjust the power management settings so the system won't let the hdd turn off. Unfortunately, this option disappeared on Windows and that cmd prompt I read on one of the forums isn't working for me. Therefore, I decided to turn off the hdd in the BIOS settings and gave up 1TB of storage for the sake of system stability. Are there any solutions to this problem? I'd really appreciate if you could give some useful advice.
