Inspiron with Windows 8.1 is having update issue

We have a user who has laptop Dell Inspiron serial# 5259VW with windows 8.1. I have given all the details in below link:

It shows flag. Also tell me Why is it asking me to go to action centre to install updates instead of downloading them automtically?
