Keyboard PS/2 Female to USB Male Adapter

I purchased a Keyboard PS/2 Female to USB Male Adapter to use on my inspiron 15 3000 series laptop.  when I plug in the adapter under device manager it says "device descriptor request failed" and it won't install the driver.  I tried uninstalling the driver and reinstalling but to no avail.  any suggestions?
