No CD-RW format option

My Dell Inspiron 7520 15R SE laptop is running Windows 10 Home. and has a TSSTcorp DVD+RW SN-208BB drive.

After inserting a blank CD or DVD and right-clicking, I expect the drop down menu to include an option to format the disk but the format option is not there.

The drive (D:\) appears in File Explorer.but Windows says that it cannot access the disk.

Windows says the device is working normally and the drive runs and plays pre-recorded DVDs without problem. 

Any thoughts on why the format option is not in the drop down menu or why Windows cannot access the disk?
