SmartByte v3.1.995 Bug? Disabling CinemaStream Causes High CPU by SmartByte Telemetry Service
Sorry for the cross-post but no one has responded to my thread <here> in the Productivity Software board.
I have an Inspiron 5584 running Win 10 Pro v21H1. SupportAssist updated the Dell (Rivet Networks) SmartByte Drivers and Services from v3.1.940 to the latest v3.1.995 (rel. 15-Oct-2021) on 28-Oct-2021.
This update not only re-enabled SmartByte (which I had previously turned off in the SmartByte / CinemaStream interface), but now when I switch SmartByte OFF the CPU activity of my SmartByte Telemetry service jumps to ~ 30% and causes my CPU fan to go into overdrive. The only way I can stop this high CPU activity is to turn SmartByte back on. I've re-booted my computer several times since 28-Oct-2021 and this behaviour is consistent.
Has anyone else noticed this high CPU activity when SmartByte v3.1.995 is turned OFF? Is there any way to fix this high CPU activity by the SmartByte Telemetry service short of disabling the service at Windows Services at Start | Windows Administrative Tools | Services? If I need to remove SmartByte should I remove the SmartByte UWP app (currently v3.1.1001.0) from Settings | Apps | Apps & Features and then uninstall the SmartByte Drivers and Services from Control Panel, or does the order of removal not matter?

I still don't know if this high CPU problem was caused by a bug in SmartByte Drivers and Services v3.1.995 or if SmartByte was corrupted when SupportAssist installed this update on 28-Oct-2021, but I finally solved the problem by uninstalling SmartByte from my system.
Before uninstalling I tried disabling the SmartByte Analytics Service and SmartByte Network Service at Start | Windows Administrative Tools | Services [note that I left the Rivet AP Selector Service (StartType = Automatic) and Rivet Dynamic Bandwidth Management (StartType = Manual) services alone], and that allowed me to finally turn OFF SmartByte v3.1.995 in the CinemaStrean GUI without causing excessive (~ 30%) CPU consumption by the SmartByte Telemetry process. After a re-boot, however, Task Manager showed that the SmartByte Telemetry (SmartByteTelemetry.exe) and RivetAPS (RAPS.exe) executables located in C:\Program Files\Rivet Networks\SmartByte were still loading at Windows startup, even though CPU consumption for both these processes was low.
That wasn't satisfactory to me so I decided to go ahead and remove SmartByte from my system. I uninstalled the SmartByte v3.1.1001.0 UWP app from Settings | Apps | Apps and Features, and then uninstalled the SmartByte Drivers and Services v3.1.995 (listed in Control Panel | Programs | Programs and Features) using Revo Uninstaller Free Portable in Aggressive mode to remove the stray registry entries and folders/files left behind by the built-in uninstaller. After a re-boot everything seems fine and I can't see any SmartByte / Rivet services or processes running on my Inspiron 5584.

I'm having very slow internet speed on my Dell Vostro 7500. Right now I'm getting 4.38mbps (download).
I have an HP laptop sitting right beside it and it's getting 52.69mbps. Other devices are getting roughly the same as this HP.
I Googled about slow internet speed on one computer in the network and found many people talking about Smartbyte. Thank you for your excellent, detailed explanation of how you disabled it. I am going to try and do that next. I expect that the Dell Service Support tool will try to add it back but I'll solve that problem when I get to it. Thanks again.
