windows 10, plugged in, not charging problem

Greetings 

I recently bought this Dell inspiron 3000 series laptop, it is a 7th gen i5 inspiron and the only problem I am getting from it is that it charges from 0% to 55% only.

When it gets to 55% it states that it is plugged in but that it is not charging.

I have changed the battery setting from adaptive to standard and what not but the problem still persists, I don't know what else to do.

Would you please help me out.
