"Per client" means "per node, per client." The server will provide this many SMB 2 credits for any client connecting to a node.
Only ask as a Windows machine gave a too many connections as this user account error the other week. Didn't get the exact text unfortunately but it hasn't happened again either...
could not find anything official on technet but i can tell that in my environment i have one windows 2008 server that creates 128 concurrent sessions to one node, it's a DNA sequencer.
