Setting ACLs using Powershell Script

We are trying to automate creating of User Home Directories using Powershell Scripts. It gives us Permission Denied error while setting ACLs unless the "Run as Root" permission is set on the share level. Is there other way running the Powershell script without setting "Run as Root" permission on the share?

I tried creating Roles and assigning to the user but privileges were not granted since the user was not connected to the System Access Zone. Any help will be appreciated!

You are correct. You must use run as root to manipulate file ownership and top-level NTFS permissions. See the below article for more information.
