Had the same issue with my brand new Inspiron 5547. Spent days looking and reading.... no help... The solution for me was so simple I was kicking my head. Try the radio button. The icon of a wireless tower on the top row of your keypad. for me it was the secondary button of my "print screen" button, but I think it may be on the F2 button for yours. If you engage this, all options for airplane mode or wifi will be greyed out and not actionable. Press Fn + wherever the radio button is. Do this first before you load drivers.
I had the same problem with an Inspiron 15. There is a soft key that looks like a transmitting tower - that turned off the airplane mode manually. I could not do it otherwise. Good luck.
