It's been a while since Dell even offered the option of a Blue-Ray drive on an Inspiron system. What model system do you have (i.e., Inspiron N5110, 5531, etc.)? And in the device manager, what is the model number of your DVD drive?
Even with the correct software, if the system doesn't have a blue-ray drive the disc won't play.

Blu-ray software will need to be purchased in order to play the discs as its a licensed technology.

Yes, Blu-Ray players are always add-ons and I don't know of any free player outside of trial versions.
