I am assuming that you have followed the below mentioned steps to delete the upper and lower filters:
Click Star, and then click All Programs.Click Accessories, and then click Run.
Type regedit, and then click OK. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
In the navigation pane, locate and then click the following registry sub key: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
In the right pane, click Upper Filters. Note: You may also see an UpperFilters.bak registry entry. You do not have to remove that entry. Click Upper Filters only. If you do not see the Upper Filters registry entry, you still might have to remove the Lower Filters registry entry. To do this, go to step 8.
On the Edit menu, click Delete.
When you are prompted to confirm the deletion, click Yes.
In the right pane, click Lower Filters.
On the Edit menu, click Delete.
When you are prompted to confirm the deletion, click yes.
Exit Registry Editor.
Restart the computer.
If upper filters and lower filters are still missing you can go ahead and run the Microsoft fixit.
Thanks for the quick response , but I have already tried this approach . As I mentioned in my issue that I am not able to view the Upper & Lower filters in Registry at the location mentioned in your response.
Also I have tried the Microsoft Fix , the Microsoft Fix informs me that everything is working fine. but still I am not able to view my cd/dvd rom icon on the my computer.

Hi Rajesh,
To add my previous reply. I have tried the following options as well:
1) I have run the dell dygnostics on the system startup when we press F12. I have the message the everything works fine and the test is passed.
2) I have also run the Dell Support Center tool install on my laptop , when I run all the tests I get success / passed.
3) I have also changed the boot options and placed CD/DVD Rom as first option on startup in BIOS.
I have almost tried all the options available on google search including the Registry & Microsoft Fix It.
