DCCU v3 stand-alone package question

I have read the DCCU v3 pdf and don't understand where is the exe is put after I click Click "Create BIOS Settings Package" is it the settings.exe file that gets deleted after it reboots?

How do I run this file? Can I put it on a USB key? Windows, or DOS?

What files do I need just settings.exe?
