Dell Inspiron 3521 Turn on Problem

I have a new Dell Inspiron 3521 Laptop

on turning on it some times don't show dell logo nor boot as usual
instead

there is clicking sound from the lap top and it doesn't boot.

if I removed the battery from place and put again and turned on it works normally 

What is the reason for that?
