Dell XPS 13 L322 Heat and Slow Performance

I have tried the usual remedies: cleaned the vents, replaced the thermal paste. The laptop overheats when running a high use program and after 15 minutes the CPU slows in order to cool. I'm at a loss. I replaced the thermal paste twice, to ensure that there were no air bubbles. What do I do next, attach an air conditioner?

I ran the diagnostics. All systems are reported as ok. Here's the temp info:

CPU Therm        83
Ambient Therm  61
Chipset Therm    87

Fan speed = 3062 - 5615 rpm

Laptop still runs very hot with performance interruptions.
