Factory restore/ repair Inspiron 1501

A factory restore was being done and the laptop turned off while doing it.  Now when the laptop is being started up we get a messege about a repair being done.  When it finishes it tells us the repair wasn't complete.  The laptop keeps rebooting itself.

I have tried pressing Ctrl F11 and I even tried to  get into safe mode by pressing F8.  No luck there. 

Does anyone have any suggestions, please?

Start by running an extended hard drive diagnostic - F12 at powerup.  Chances are the drive has failed.

If you ran the extended diagnostics (2+ hours) and the drive came up OK, yes - try a reload.  If you ran just the quick 10-15 minute test, it's not definitive - run the extended test BEFORE you go through the reloading.

I did the diagnostic testing.  Found no errors.

Now what should I do?

It won't go into safe mode when I do F2 or F8.

Since it had Windows Vista in it before would it be safe to reinstall that or install Windows 7 into it and go from there?
