Horizontal lines where ever Dark Brown or Black Color?

Have a Dell Laptop 5000e, and when ever I bring up a window that has a bar of dark brown or black color in it, I get these horizontal flashing lines all the way across my laptop screen.  What could this be, especially odd that it happens with only the dark colors?  Thanks.
