Inspiron 1150 laptop

My laptop is about 5 years old and has become slow and cranky. Would it improve my performance if I reformatted my hard drive and started over with my programs?

Yes, assuming the hard drive is sound.  It's not beyond reason that the cause of the slowdowns could be a failing hard drive - or overheating (check for dust accumulation).

The design life of a hard drive is five years - if you're going to reload, you might want to replace the drive even if it is sound.  You need a 120G or smaller, 2.5", 9.5 mm EIDE (not SATA) drive.
