Inspiron 15 7000 7558 SSD Upgrade Cannot get USB boot to install OS UEFI

Dell 15 7000 7558 Windows 8.1 Pro

SanDisk Ultra II 480GB SSD

Trying to do fresh install of Windows

Downloaded ISO image

Used Rufus to create bootable USB

no bootable device

I made a Macrium Reflect Win PE bootable USB and it will boot to that

I selected UEFI GPT option in Rufus

USB shows as NTFS drive

Where as the WinPE drive is FAT32

I left the BIOS settings the same

Secure boot UEFI

Any suggestions on what to do next?

Change BIOS or Change Rufus settings?
