Inspiron 700m - Can't boot from CD

I ran a diagnostics test on my Dell and got a DST short test failure. After looking online, one of the solutions that seemed to work for people was to reboot XP from the CD/DVD drive and run the Recovery Console. 
 
I went into the BIOS and set my CD/DVD drive as the first boot option.  But after I restart it, it keeps going to the same window that gives me the options to start windows in safe mode, safe mode with networking, and safe mode with command prompt. I tried all 3, which don't work.  It seems like it's not booting from the CD/DVD drive. 
 
Any ideas how I can solve this? Thank.

Make sure that you not only place the CD first in the boot order, but that you enable the drive to boot. You might have to press the spacebar, or some other action which will be indicated on the BIOS page.

Then make sure you press "any key" to boot the optical drive. You'll receive a cue to do so, and it passes fairly quickly.
