Inspiron P24T - Factory Reset Interrupted; how to recover?

My niece attempted to do a factory reset on her Inspiron, but forgot to keep it plugged in and the battery died mid-attempt. Now when we turn it on we get an error about the Windows installation being unable to proceed and needing to restart the installation. I do have access to F2 Bios and F12 Boot manager. But F8 Advanced Boot Options doesn't seem to work. F12 doesn't have a Repair or Recovery option.

Any thoughts? Options? Friendly and helpful advice?
