Laptop CPU severely underclocked...

Well my laptop used to Be fast... Dell Latitude D630. Intel Core 2 Duo, 2.20Ghz, 3GB RAM. Okay. So it used to be all fine and stuff... I upgraded to Windows 8 consumer preview maybe two weeks ago. Still worked fine, but over time my processor began to slow down.. Upon opening task manager, it said the frequency of the CPU was 0.80GHz... I ran applications and they ran slow, it refuses to go over .80GHz... It rarely sped up to 1.20 then 1.60 then back down to 0.80... The computer became horribly slow as far as gaming, because the CPU refused to speed up. And yes, I had the processor power managemen's "Minimum processor state" set to 100%... So I put in the Windows 7 disk and booted off of it. Normally takes a minute or two to load files. It took seven minutes. Then hung for two minutes at the "Starting Windows" screen. It took two more minutes for the four lights to appear and merge to create the Windows logo. Then it hung on the blue screen with the patterns for a whole before the interface appeared. So I shut it off. Luckily I backed up my Windows 7 to an external drive. I'm restoring it now. Which usually takes ten minutes. It just got done and it took fifty minutes. I already reset the BIOS to defaults before restoring from the backup, obviously didn't help. What's going on?

Given the age of the system, the hard drive (if it's original) is pushing the limits of its design life (5 years) -- run an extended diagnostic (f12 at powerup) on the hard drive.

I actually just replaced the hard drive due to accidentally Encrypting my last one.

Does anyone know why this is happening? It's taking away from my everyday processing..

UPDATE: CoreTemp shows that the CPU is running at 0.8GHz, yet the temp is 150+ degrees Fahrenheit. Usually when it's that low, the temperature is in the 90s. What is going on?

If by cooling system. You mean fan. Then no, that's fine. When I run it on battery without doing anything it idles at 90-110 degrees F.

Just an idea:

Is it possible that the cooling system isn't working properly and the CPU is automatically clocked down to prevent further damage ?

I'm also having bad slowdown issues.  No apparent reason.

Did you ever solve yours?
