Latitude E6400 keyboard faults
I just replaced a standard keyboard with a brand new back-lit keyboard. Everything appears fine except the Ctrl keys do not work on the new keyboard. I have reset the new keyboard 3 times with no change and the old keyboard works just fine when reinstalled. Is this a hardware failure on the new keyboard or a setting?

Are the old and new keyboard of the same layout?
If the old keyboard works fine with ctrl and the new keyboard does not, it could be an issue with the new keyboard itself.
Another way to test it, remap the ctrl key to another key and some working key to the ctrl key and check if the keyboard registers it when pressed.
