M1004 message and power problem on Latitude

My Latitude C610 laptop encountered two problems this morning that may be related:

1) When I turn on my laptop I get an error message with a code of #M1004.  This message now comes on consistently when I power up my laptop.  The BIOS on my laptop is A007.

2) The AC adapter does not charge the battery anymore.  When the adapter is plugged into the wall but not the laptop, the green power light is on and stays on.  However, as soon as the adapter is plugged into the laptop, the green light goes out and will not charge the battery.

There is one exception for this.  When the battery is not in the laptop, the green light on the AC adapter stays on, and it provides power to the laptop.   This stops as soon as the battery is put back in the laptop, and the green light will go out.

Any suggestions on things to try to fix these problems?
